I love rally games, and IMO the best rally games that can be enjoyed by a lot of people are Codemasters rally games. Dirt 2/3/4, Dirt Rally 1/2 are awesome games that can be absolutely enjoyed [even] with a controller. Unfortunately, we don't have any of these games on Android (yet). I have tried a LOT of rally games/options on Android. None of them are close enough to Dirt series.
Some might say that Dirt is too difficult for a mobile game (it terms of control and graphics). But HEY! Look at Wreckfest! It's clearly not an easy game in terms of everything. But it's top 1 in Racing category on Google Play! This proves that such games have a demand and they can be popular on mobile!
CarX Rally. Not that great in terms of everything. Car physics might feel decent (on a controller), but the way cars brake and wiggle all over the road is.... Omg it's very bad in comparison to any Codemasters rally game. And! If you wanna check out some other cars except for the start one, you gotta buy that season pass for 15 bucks -_- . And then you need to play for a long time in order to open everything it contains (some cars are paid-only too). You can try it anyway, but the game is currently not that great IMO.
Emulation. We have Colin McRae Rally 2 that looks and plays good on Duckstation. It's an old game in terms of everything, but it's still can give some positive experience. Also If your phone is beefy enough, check out WRC games for PS2 (WRC 4 and WRC Rally Evolved (it requires a patch code for proper work)). These games do feel good in comparison to Dirt series. Physics is fun and competitive, you have a lot of cars and stages to play.
